The Eyes Have It Polimapper Case Study

The Polimapper team explain how we transformed health board data for a constituency based campaign on eye care.

The Brief

The Eyes Have It partnership  (TEHI) is a campaign funded by Roche, designed to champion improvements to eye health care.

Working in tandem with three charities and two professional associations*, the partnership – set up in 2021 – is advocating for the creation of a national plan for eye care.

Activating MPs around the issue of eye care is an important focus of the campaign, and Polimapper thus had an important role to play in presenting the constituency level picture.

The Solution

To build a constituency picture of eye health, a combination of public data and data collated by charity partners was used.

This includes:

  • Sight loss prevalence data from the RNIB’s sight loss tool
  • Waiting times for ophthalmology appointments. Data from NHS England, Public Health Scotland and StatsWales was used to create constituency-level estimates.
  • Consultant ophthalmologist workforce data, also from publicly available sources.
  • Optometry Practice Capacity from the Association of Optometrists.

This data was then visualised within Polimapper at both parliamentary constituency level, and health board level across the four nations of the UK.

As this data was mostly available by local health boards in each nation, a conversion was used to transform this data. Each constituency was mapped against a local health board, and where a constituency sat across more than one health board, the health board with the largest share of the constituency was used.

By mapping constituencies to their relevant local health board, an estimated value was calculated. This methodology does rely on an even distribution of populations, but represents the best modelling available for constituency level statistics.

Outcome

In the four years since its creation, the campaign has held several events in parliament, including two Westminster Eye Health Days.

Polimapper took centre stage at these events, providing a focal point for MPs to get a picture of eye healthcare in their constituency.

These events have helped to activate support from MPs and policymakers, and contributed to the appointment of the first National Clinical Director for Eye Care.
